This project has accomplished following tasks: Completion of on-site inspection in 25 counties and cities in execution of six major tasks, namely heighten pollution clamp down environmental pollution elimination, ditch drainage and beach cleaning, encouragement of pollution complaint, promotion of a greener and beautiful environment, and enhancement of educational promotion. 144 regular and 125 random on-site inspections in 25 counties and cities as well as 35 villages and towns were completed. Completion of public satisfaction poll to evaluate the performance of local environmental protection authorities in implementing environmental cleanness. The poll includes 6,300 valid telephone calls and 2,723 on-site interviews, or a total of 9,023 valid samples. The poll was analyzed statistically for each question. In addition, a cross analysis was applied to present correlation of the interview’s background and characteristics (such as sex, age and education) and the opinion on satisfaction of environmental cleanness. This project was assisted by local private parties to execute scheduled and random investigation and audit on maintenance of environmental cleanness. From August 2005 to January 2006, every month each local party of each city/county inspected 17 locations from the list of environmental cleanness maintenance points by local environmental authority and 20 dirty locations. There were three inspection period, each period consists of two months, the first month for initial inspection and the second for re-inspection. In December 2005 eighteen poor maintenance locations were selected in each county and city for final inspection. A total of 6,000 inspection points were completed in year 2005. The ranking for each county, city, town and village is based on the scores given in scheduled and random inspection, public polls and investigation by the local private party. There are three distinguished performance cities and counties (one of each from group 1, group 2 and group 3,) and four excellent performance cities and counties (one of each from group 1 and group 2, and two from group 3). There are five distinguished performance villages/towns/cities, ten excellent performance villages/towns/cities and ten good performance villages/towns/cities. This project has held an award ceremony and a review meeting on environmental hygiene practices performed in 2005, on March 23, 2006 and March 24, 2006, respectively.
